cords into audio out on back of tv. Have dish system. Should I plug into dish receiver or tv? Nothing works when plugged into tv OR dish. OR are the batteries shot?

Based on your question and the little bit of information that you supplied. The batteries are not bad or else the lights would not have come on. There are a lot of reasons that the sound may have not worked. It depends on your dish model, tv model and setup. Its really hard to address this without being able to see your setup. You should ask someone you know who is good with entertainment system setup.
