It would depend on how old they are. They should last quite a while however the valves are sitting in battery acid and are subjected to heat. So naturally they are going to break down over time. Testing the valve to work correctly should be fairly simple. Take each head with the valves in them and hold them into water so that they are closed. Then using the pump try pumping water through them. It should not allow the water to pass through and be difficult to pump. Then try pumping the water through with the valve removed from the water and you should see water passing through each valve. Lastly inspect the fittings, connecting hoses and the rubber seals around the valve where they fitting into the battery to make sure they are all in working order and not cracked or dried out.
